    内部データ的な事は知らないので推測ですが、NPCは色のパレットが固有ではなく地形のパレットを流用して充てているのではないかと。なので町やダンジョンによって発色の色が異なるのではないかな（違ってたらゴメンナサイ）。

    NPCのパレットはマップのNPCと共有だからです。背景およびマップチップに12色、主人公に9色使用してるので残りの3色でマップに存在するNPCを描画する必要があり、そのためこのような現象が起こります(FCは透過色含め一度に25色しか使用できません)
