キラキラの果てを受けて、かつクリアしてない状態ではそのクエストを受けられない、ということです。逆に言えば、キラキラの果てを受けていないか、もしくはクリア済みなら大丈夫なはずですよ。

進行中ではない　と書かれているので、クリア済みでも大丈夫なのではないでしょうか。リンとのキズナが足りていない又はノポン友好条約をクリアしていないのが原因ではないでしょうか。
