Close enough, but not really, it's the Legendary Sword of the nopons (i don't think a particular name is given for the sword)... the nopons tell you a story with some very vague resemblances to the first Xenoblade story, but in which the hero (the Shulk equivalent) is a nopon and he used that legendary sword.

i dont know a whole lot about the game (because i dont understand japanese, and its too expensive to get on kajiji), is there more than just new L.A? because i saw nintendo do a gameplay video and there were small villages and stuff in certain places (when you rescue tatsu for example, also i hope i got his name right)

NLA is just a tiny part of the world, but it's the only "city" in the game, you can find enemies fortress (some are really huge) and nopon camps all over the place; you can also find some building and constructions from old civilizations but nothing else like NLA. I think it's mentioned that there might be more human cities (that just like NLA landed somewhere), but they don't have any information

Just to be clear in the last point, they mention that there might be (or not!) more human cities somewhere, but they are not in this game (maybe in a possible Xenoblade X2?).
