住人の近寄って素通りしてみてください。ピコン「！！！」と音がなると近寄ってきて運が良ければ提案してくれます。(たまに違うこと言いますが)あと持ち物はなるべくジョウロとかにして家具とか服は売ったりあげたりしてしまうので、公共事業を提案してくれませんので。長文ですいません。

あと、村でマリンスーツを着て10分間いて、時間を潰し、また住人の前を素通りすると、ピコンと音がなるので繰り返ししてみてください。公共事業はある程度たててからすれば、提案してくれます。
