You'll find an upgrade later that increases the speed of your dash. Right now, you need to collect the nearby High-Jump Boots and then search the room at the top of the Brinstar-Norfair elevator.

Speed Booster. Or if you're willing to try advanced glitches/tricks, the Mockball. Jump while moving in the desired direction, press down in the air, and press down RIGHT as you hit the ground.
