problem including pokemon soul sliver

my friend needs to know how to get ho-oh he said he couldn't get on the train which is aparently where you get ho-oh's golden feather help me i don't know what to do he won't stop bothering me about it plz help! >_<

    if u go to puder city next to the pokeshop should be a old man who gives a rainbow feather if not then u didn't pass the elite 4 then fly to indigo platou then fly to johto in ecruteak then go to bell tower and talk to some people in there and climb up
