    Yes you need buy each item, there's no other way, but you find rupees everywhere, if you don't use potions you can sell all to the witch.

    the first item you get is half off so i got either the ice rod or fire rod seeing as how there the most expensive.

    You don't NEED to buy every item. You can beat the game renting everything. You just can't upgrade rented items.
