Writing help?

I'm in the process of starting a story. It's like one of those cruddy dystopian ones, but the premise is the government monitors your dream, and recruits what they deem to be higher level thinkers to help monitor dreams. I dunno how to start it, and I don't know what I want the plot twist to be yet. Any and all constructive criticism is respected. c:

    Just start writing anything and meld it untill you are happy. That's what I do. It might help if you think of a history of your world, leading up to your writings.

    hOld up!! What if I had the whole officer goes good ideal, but they're just faking it, and that's the twist. So, they'd join the whole crew, but instead of the "good guys" winning, the officer kills them off at the end.
