You go talk to the guy on Windfall island until he asks you to be his assistant. Accept his request, and he will give you a town flower. Then go show it to the traders on either Greatfish Island, Mother & Child Isles, or on Bomb Island. They will give you something, and then go show that to another trader. Just keep doing that until you have all three flowers, then go talk to the guy on Windfall.
