私的には、40億あれば充分なのですが、対処法としては、できるだけ儲かると言う事ですね。赤字の部分は、一旦運休する、または、黒字路線から車両を直通させる事で、乗降客数を増やす。また、あまり儲かってはいない子会社を売る等の対処が可能だと思いますよ。
