In Scale of 1-6 if you don't/want TF2 Heavy in Smash.

1.) I don't think there's a TF2 game on Nintendo Console? 2.) There are way better Character choices than Heavy. 3.) I really don't think he'll fitting well in Smash, Sorry . 4.) He'll be alright. 5.) Still a better choice than Goku & Shrek. 6.) If Snake or Bayonetta can make the inclusion in Smash. so can Heavy.
