15. I believe it's Cereza 16. I would say Roy because the reflected attack does 1.35x as much damage as the attack on him, according to a loading screen quote. Some say it's Corrin, but I say this: LAUNCHING UPWARD DOESN'T AUTOMATICALLY MAKE A MOVE OVERPOWERED.
