    The guy who chooses which characters are added (Sakurai) is Japanese. That's both why Fire Emblem (semi-popular in Japan) has like 8 characters, while Donkey Kong (not all that popular in Japan) only has 2. Lucas is a similar case. I'd assume his game is popular in Japan.

    Correction: DK is popular worldwide and franchise success doesn't matter. What matters is fan service and lots of people in different countries wanted the characters in the roster.
