Clone number

I saved all clones on all levels but the map says that I'm still missing some. I checked all rooms and counted all clones in levels and I should have all of them. Is it a bug or am I missing something ?

    The clones that are turned against you they are your missing clones use the Jack Boy on them to turn them back to normal
