    I suppose Nintendo had reasons for system-wide user restrictions, but…they really could've come up with something better, or more reasonable. Maybe have admins review any other/future accounts to check whether they're a horcrux/sockpuppet of the banned user, or just another innocent family member? At least the other NNIDs only get temporarily restricted (as far as I'm aware), right?

    It’s the ONLY update I still despise! One thing I’m wondering is if one user gets perma banned do all users on that system get perma’d? Or is it only the user that “violated the COC” that get’s perma’d?

    Actually, ★МκĎαςнεя★, a user getting banned, be it temporarily or permanently, doesn't always result in every other user on the system getting banned in the same way. A user's permanent restriction may only get the others restricted for 2 weeks. That's kinda what I was trying to infer in my previous comment: "At least the other NNIDs only get temporarily restricted (as far as I'm aware), right?"
