you get the zora flippers after going into zoras cave and there'll be a main quest for the flippers

After you able to phase in to the wall head NE to where the witch's hut and go pass the area, you'll bump into a guy who runs pass you, enter the waterfall listen to the zoras story, head back to town around the NE part near the elder's house, phase unto the wall, get behind the zorz thief, get the Smooth Stone from the merchant, head back to zora's domain, talk to the queen...

ok to get in the water go to the witches house you'll see a zora he says he cant get across the cliff merge around it and go straight forward until you find zoras domain the queen has been bloated and a man runs out the queen says a stone has been stolen go back to kakariko village you will see the man merege behind him and pop out he gets scared and gives u the stone give it to the queen and she
