So, I'm leveling up L for a skell, but how much exactly does he need to be leveled up? What level can L pilot a skell?

    Lowest level for any character is level 20 (the basic Skell you get first), but it's recommended you get them into a level 30 Skell as soon as possible

    Well in that case, he can already pilot a Skell. You just need to give him one.
