    This one has a special prerequisite: Irina /cannot/ be in your party. The reason is because it's directly across the street from where her 5th heart-to-heart takes place and occurs at the same time (i.e. in the evening). Fast travel to W. Melville St., head 2 hexes N., and he'll be right in front of you.
