    Honestly I believe its up to your own intereptation whether Chara is evil or not. I personally believe that Chara was a good person when they were alive, and they wanted to help free the monsters. But by the time Frisk came in, they were like Flowey, and couldn't care less about whether you choose genocide or pacifist. They just finished the job in genocide because you couldn't.

    Basically saying, 'You chose to do this, and now you can't through with it. Well then. I'll just show you that there's no turning back.' And they show that there are consequences of your actions, that it was more than a game, they completely take control of your save file, though still giving you the option to choose. To see if you truly regret what you did.
