There will be a few Dark Chuchus in the room. Dark Chuchus will (Temporarily) turn to stone when exposed to light. Either lure them into the light beam as Link, or reflect a beam at them as Medli to solidify two of them. Place them on the switches, then run for the stairs before they unfreeze and get off the switch. After you do this, push the block up top off the ledge to make a shortcut.

Remember, the main mechanic in this level is manipulating light. If you get stuck again, look around. Try to find either an object that will be affected by light (Transparent chest, Crumbling statue, Sun switch, Dark Chuchu, etc.) or a source of light.
