    If you know them personally, ask them to open their gate and chose far away if they are not in the same room as you ( say they're a house away Example) local means their 3ds has to be next to yours. And for them to enter your town, go to the train station and invite from far away.

    well try communicating with them over the friends list. The friends list may have a limited space for words but try saying " (Name) open gate " and if it doesn't work, try just catching their attention by sayong their name first. If you don't have them added on your 3ds friendslist or acnl friends list, your chances won't be very high. o v o sorry if I'm talking to much.
