    The reason I have Aika going in the water without a wetsuit & Villager asking her if she needs one to swim is because in 'Super Smash Bros. for WiiU' the Villager can swim on water WITHOUT a wetsuit, however you can also do that in 'New Leaf' by doing a glitch.
