Actually, if you want to be a breeder, there is gonna be a breeding test. If you can breed this, you qualify for Breeder: 4iv(-speed and Attack), Bold, HA Slowpoke with any two eggmoves.

Hunter, in X/Y, you talk to the purple haired guy and show him a pokemon and he will list off which stats have 31 perfect IVs. In ORAS, talk to the kid next to the day care(I think)
