I just learned something about the DLC on this game! I just went on the DLC menu, and I just learned that everything on the menu is FREE! You never have to pay to download DLC in this game, EVER!

    No, there's no time limit. You can download the quests for free and access them forever. You probably just aren't a high enough rank to go on the quests you downloaded.
