    High rank rath's tail carve is like 10% chance, plus another 5% for the cap, and a 6% chance for the wound reward on the face. Azure rath has the same chances but just more trouble.

    Imma assume you're only in low rank. Best way to get plates from lr raths are -Breaking its face -Cutting the tail (then carve) -Capturing it -Picking up the shiny drops whenever you see one (1% chance for plates only tho)

    Getting plates in low rank (1-5 star) is really just about persistance. I ended up getting on in LR while I was farming rath for other parts, it took a lot of captures, just make sure you're getting all the breaks and cutting the tail off to maximize your chances. In case you haven't even gotten to Rathalos yet: he first appears in a 5 star village quest or a 2 star port quest.
