    Well if the answer is that neither of them take place in Hyrule, the same could be said for Link's Awakening and the Oracle games. LA takes place on Koholint Island, OoS takes place in Holodrum, and OoA takes place in Labrynna.

    They're both sequels, and it's theorized that the ocean in PA is above Termina kind of like WW is above Hyrule.

    Dustin takes the spotlight. Let just be the one to say, conGRADULATIONS!! Termina and the setting in Phantom Hourglass both take place in different dimensions you can say, and just like what Dustin answered, it's theorized that they both take place in the same world, like how Wind Waker takes place on top of OoT Hyrule.
