    To get fragments you have to send the hunting fleets to treasure locations. Long fragments are harder to get then others, you need to upgrade a fleet to lvl 3, wait until they do a temporary upgrade that will rise the level to 4(if the certain fleet(s) main lvl isn't 3 it won't go up to the temp. 4), & then send the fleet to pirate's tomb(4star), however the % is low.

    Also be sure to have a lot of treasure maps >_> I remember when i farmed those >_<
