    Sorry but no, the same can be apply to Rotom it even have the legendary battle theme when you fight it but that doesn't make it a legendary, Rotom & Spiritomb are rare/unique or even mythical pokemon but not legendary.

    There're some rules that always or almost always apply to legendary pokemon if u know them u would see that Rotom & Spiritomb they don't fit or fall into the legendary category.
