    Dive to the bottom in sea mauville, and go down the stairs to your right go towards the divit on the right and itll be there

    In OMEGA ruby you got to the lowest part of see mauville (use dive then go down the stairs underwater) got to the back at to the right, it should be somewhere around that area you have to keep clicking a to find it.
