Pac-Man clearly shares Lucina's peculiar trait about not caring about drowning. He's most likely unaware of his impending fate. Sad. Either that or devs on the Smash Bros. team figured since drowning is already a rarity given that the swimming mechanic is only present on a whopping two stages, no one would notice if they skimped on a bit of programming for the last few characters. Just a hunch.
