    First make sure that their status with their spouse is "Totally Happy" or "Soul Mate", then check if babies are disabled by checking the town hall's settings if it's off, turn it on, then wait awhile until one of the miis has a heart symbol on its apartment or house, then s/he will say (name of spouse) and I have been thinking of a baby.
