    It's an unevolved Pokemon. Unevolved Pokemon tend to not be very powerful past the first couple of gyms. Pikachu has horrendous stats, and even with a Light Ball and Volt Tackle, anything can KO it pretty easily due to it's terrible HP and defense stats.
