I couldn't figure out how to post in the virtual console communities, but can virtual console games be copied to a sd card?

    You post in the virtual console comunities the same way you post in a normal community. And every game/app on the 3ds (except pre-installed ones and DSiWare) are saved to the SD card. This doesn't mean you can give your SD card to a friend and let them play it on their 3ds or move them to a computer to play though. They will only work on your 3ds.
