    Ocarina of Time Epona is the Level 3 weapon. If you own the corresponding DLC that allows you to use Epona, you'll eventually get new Epona weapons from random drops.

    Man i thought i'd get them in order like the rest of the dlc drops im getting another question since your like the most resouceful person i know on hyrule warriors how do i get to the locked square, i believe its the gate of souls or whatever, if you'd mind helping me out... Again.

    The locked icon symbol you see above Fi's head means you need to use an Item Card. I think that one's the Raft.

    Honestly, you should complete the entire Adventure Map before trying to grind for Lv.3 weapons. If you choose to play as Link while using Epona and you play on the more difficult missions (usually on Death Mountain), then you'll more likely earn Level 3 weapons.
