    Just go south of mauville until you get to the water under the bike trail. Then surf right, you should say a gray stone building. And no, I guess she's just there to show the gym leaders like to travel around hoenn too.

    To get access into it, you have to speak to Wattson who will be standing in the middle of Mauville City after you defeat/catch Kyogre/Groudon.
