I bought both TP pack and MQ Pack and it suppose to come with 8-bit weapons for both Packs and 16 alternate customes for both but they didn't show up why

There's a difference between Alternate costumes and Palette Swap costumes. All of the 8-bit weapons and palette swap costumes have to be EARNED off the new adventure maps they're not just given to you.

You have to play through the adventure maps that come with the dlc pack to unlock the weapons and costumes :P
