how can people have pokemon with pokeballs that show ribbon and make the shiny pokemon sound how can i get one of those? :3

The Ribbon huh? Sounds like you're talking about the Contest Star Ribbon - Make one Pokemon win all the Master Rank Contests to get that effect added. For other Pokeballs that give a "shine" effect, try the Heal Ball, or the Dream Ball.

You talking about the Ribbon that pops out when the Pokemon comes out right? If you are, then that's the effect of the Contest Star Ribbon, not the Pokeball.
