where do you find that guy thats at meter falls in the delta Episode when you need to get the second meterite

I think Steven is in the B1F of Meteor Falls, the same floor with the Battle girl and Dragon Tamer. I also had a rough time finding him. Thought he would be at the entrance or way in the back, but he wasn't.
