    If you have pokemon Alpha Sapphire, then you will not be able to find it. If you have Omega Ruby, then you can find it while soaring over Hoenn with a castform in you party.

    So in order to encounter tornadus, you must have OR and you must have castform on your team. Then you just use the eon flute and you will find this black cloud near fortree city. Then you just go there and you will encounter tornadus Hope this helped ^v^
