    You need Zekrom and Reshiram in your party, then look for the Gnarled Den. After you get Kyurem, use the Dowsing Machine and you'll find the DNA Splicers.

    It's by fallarbor town behind Mt. Chimney. You need reshiram and zekrom in your party for it to appear.
