One thing, you need the 3 Regis(pretty sure you play the original Ruby and Sapphire), You need to nickname your regice(doesn't matter what you name it), and finally you need to let Regice hold a specific item(like a never-melt ice), once then possibly around 10:00AM and you're at Route 105(like when you first saw Regice), you'll likely find it.
