    If you go to the Team Aqua hideout, there is a puzzle with warp tiles. If you solve the puzzle, you will find a room with four pokeballs. One is a potion, two are Electrodes, and one is a Master ball. I don't know if you can go back if you saved in front of Kyogre, but do you have a strong False Swipe or Hold Back user? Have you tried to paralyze it or make it fall asleep? Do you have netballs

    i did but i need the master ball for dialga or reshiram and my metang always faints and he has hold back

    Oh. Can you maybe Super Train Metang? Do you have revives? It was hard for me too, but I just kept using Metang's pitifully weak Pursuit move to get Kyogre to low health and caught it in an Ultraball. Hold back is a better choice though. Do you have siblings with a 3DS? If so, can you use their systems to trade over the X and Y masterball? You probably didn't need it in that game.
