    Yes, although i haven't tried it yet. you can trade using PSS or locally.

    To trade between games, 2 3DS consoles are required. This allows you to trade items between games too (while held). To move Pokémon between games in masses, Bank is the best bet. However, you can't move items this way. A long winded way would be through clever trades placed on GTS and trading with yourself. You must be careful that you make the trade ridiculous though so no-one else trades.
