    Actually, you need Ho-Oh OR Lugia in your party; you do not need both. In order to get Suicune specifically, you need to visit the Soaring area next to Rustburro City between 40 and 59 minutes on the hour (for example, from 2:40 p.m. to 2:59 p.m.). I may be off on the time period, but the legendary beasts alternate every 20 minutes. I know that for sure.
