Have you gone to Mt. Pyre already? You need to go there and then you need to go to the Magma Hideout and then you need to use Surf to go to Mossdeep City.

Mt. Pyre shouldn't be that hard. You should see a cave opening south of the mountain itself in Route 122. Actually if you head to the Safari in Route 121, you can just go south which should lead you to Mt. Pyre. Just remember you will need surf. Once you walk in the opening, you should be able to handle things on your own.
