    do you have all eight gym badges? if so, theyre on random islands in the region but sometimes you need other legendaries to find them.

    lots of legendaries can only be found by soaring (using the eon flute) islands that you can land on are marked by a red star. most pokeballs work fine, but for some reason premier balls seem to work best for me
