so all the red lights [mirage mountain, island, etc] is there supposed to be rings there? i've been to all of them but saw no rings

    Not all of them. If the place you go to has a name like "mirage _____" there won't be a ring there, just pokemon not found in the hoenn dex and maybe an item. You'll only find the rings for legendaries if the island with red star has a unique name, like "nameless cave" or "gnarled den"
