    You have to have a LV.100 pokemon on your team! Fly with eon flute near Maulville City and a new mirage shows up named Fabeld Cave! Hope this Helps!

    You need to have a lv 100 pokemon in your party. Soar near Mauville City to find the Fabled Cave. I can't remember if you need one or three lv 100 pokemon.
