It legitimately bothers me when not fully evolved Pokémon are playable and the fully evolved ones aren't. Pikachu is in Pokkén but not Raichu, and there doesn't appear to be hold items, so Raichu should be better in every way. Of course, there's exceptions like Scyther being faster and Porygon2 being more defensive.

    Well, it wouldn't really make sense for the game to disclude its own mascot, especially a character like Pikachu who is already included in a fighting game. However, I would be all for Raichu being playable as well. That guy gets no love... :[
