    The best way to get it is to trade for any pokemon (the pokemon you get will always reset to 70 friendship). Then just feed it a bunch of revival herbs or energy roots to get its friendship down to zero (revival herb is -15, energy root is -10). Then just talk to the guy in the bottom-left house in pacifidlog and show him the pokemon.

    Just buy a bunch of herbs from Lavaridge town and get into a battle with a weak wild pokemon, each time your pokemon gets hit, heal it with an herb for a while until you reach minimum happiness, hundreds of times faster than making it faint over and over again
